Edi Rama, the Prime Minister of Albania, announced the introduction of Diella, a digital assistant that is the country’s first AI cabinet minister, to oversee public procurement and combat corruption. Diella, which means “Sun” in Albanian, has been assisting users on the e-Albania portal since January, helping them navigate various government services through voice commands.

Rama stated that Diella would help transform Albania into a country where public tenders are “100% free of corruption.” The decision-making process for public tenders will be gradually shifted from government ministries to this AI, ensuring complete transparency in public spending.

Diella will objectively evaluate all tenders involving government contracts with private companies, as Rama reaffirms his belief in AI as a tool against corruption. While Albanian media heralded this as a significant shift in governance, some skeptics expressed doubts about the effectiveness of even an AI in a corrupt environment.
